Lastly he was to keep the soldiers from abusing the natives and from reducing them to personal servants under pain of severe punishment. 29 In observance of a well established custom, Rabago y Teran no sooner received notification of his appointment when he immediately petitioned the viceroy for one year's pay in advance for himself and the fifty men of his garrison and an additional advance of six thousand pesos for the expense of construction of the new presidio. He cited as precedent the practice followed in the establishment and erect10n of Presidio del Sac- ramento. The petition was promptly turned over to the Auditor, who advised on March 31, 1751, that the viceroy request a report from the officials of the treasury concerning what had been done in the case cited. On April 19, they rendered their report, which showed that salaries had been advanced and a substantial sum had been paid in advance also to defray the expenses of construction of Sacramento. In view of the facts the Auditor reluctantly recommended on April 24, that the request of Rabago y Teran be granted. 30 One of the questions raised by the new commander was the payment by the royal treasury of a chaplain for the garrison. On this point the Auditor Altamira was firm in refusing the request. He explained that no provision for this expense should be made, since one of the s:x mis- sionaries in charge of the three missions now established in San Xavier could perform this duty. The soldiers, however, were tll pay the mis- sionary the customary stipends for his ministration. This arrangement was to prove, like the selection of the commander, ill-advised and to be the source of misunderstandings. Fresli troubles and disputes. Even while the erection of the new presidio was being favorably considered, fresh troubles were brewing for the San Xavier missions.
