Most Noble Lord-The citizen Bernando Gutierrez de Lara rep- resents to Your Most High Lordship the services which he has done to the country. They are so notorious that require no testi- mony to confirm their truth. This Congress therefore omits speak- ing of thein in detail, and reduces itself merely to ·a manifestation to your M.H.L. that the citizen Gutierrez de Lara was, from the comm~nce)'llent of the revolution, a decided patriot; that he lost his fortune, which was not a small one; that he dispa.triated himself, rather than uccumb to the tyrant Government, and be useful to the l\f. N-ation; tnat he abandoned his family to the mercy of those who persecuted them, and that his Republican virtues have been a.n honor to this country, and have made him accreditor to the esteem even of strangers. The citizen Gutierrez de Lara unites with patriotism ilisinterestedness, to valor-prudence, to intrepidity cir- cumspection, and to tl1e qualities that make a good citizen those that make a good warrior. Decided for his country he was in- flexible to the suggestions of the Spanish Government; he laughed at their intrigues: their threats did not terrif:1 him, and he depreci- ated with constant firmne~s their pleasing seductions. He is there- fore worthy of Your Lordships High considera.tion, and you will please, should it be Your pleasure, to take into consideration his merit, & services,-God guard your l\f.H.L. many years.
