In answer to a resolution" of your Honorable Body passed on 2d Inst re<1uiring- me to lay before yon my reasons why I refuse to audit the discharges of the volunteers who served a tour of duty under the Command of Capt Michael Costly and Captain Geo. W Jewell, his Excellency the President directed me not to pay the Companies of Oapts J e"Well, Costly, and Clap, l)eeause they had not obeyed orders. I considered the reason sufficient, in as much as the law allows dis- honorable diseha1·ges, and such a notice would be in effect the same; I ju tended to'bring the question before the Congress in order to enable me to act upon the subject understandingly, and should have done so before this time, could I have had an office suit~ble to do business in, the 11ress of business the rain and wind prevents me from discharging my duty promJ?tlY I hope to be able to report by Saturday morning I have the Honor to remain Your Obedient & humble · ~rvant (Signed) J W l\[oody.
