Dr. Sir. Your favor of the 31th ulto. is before us, and we proceed to ans,ver it with that frankness which is characteristic to you and our elves. ·we thought proper to call your attention in our No. 20 of 19, ult<). which we did. Accordingly, relative to the reorganization of the Presidia! Companies, of which they stand so much in need, for the -security of the frontier Settlements against the incursions of the Savages not because we would even for a moment be led to believe that you would overloo),:c a matter of so much importance, but for the simple reason that it does not depend intirely from your atriputes, whilst you have not the neces ary means to attend to tqeir wants, wh~ch at present are noted. This v,ery reason has marked us out our duty to call likewise the attention of the Supreme Government in an in¢1irect manne:r, as it were, to this point, with a view to induce it, to use its exertions in placing and preserving the Presidia! Troops on a footing to enable them to fullfil the objects of· their institution. In regard to details we are convinced of your Zeal, and it is pleas- ing to ~s to make it manifest. · You observe to us, General, that meantime that object is effected. "there is notf4ng mor!" urgent than that, of not diverting the atten-" "tion of the Supreme Government u-ith odiQus. am,iJ, noisu qU,f~tio1,1s.!' "which' might disturb the 1)'1tblic peace. &c. &a:"- We confess ~t to ..English translation. In no. 1664.
