the Republic, be it known: That the General Congress ha decreed the following. "Art. 1. That article ele,·en of the law of April 6, 1 30 is an- nulled in its entirety. Art. 2. That the Government is authorized to spend any neces- ary amount for the colonization of the Territories in the Federa- tio~ and of other parts where it ha power to do o. Art. 3. In regard to the lands that are capable of being colonized: the Government is likewise authorized to take all the mea ures which it may consider conduc.ive to, the safety, better progre s and stability of the colonies which it shall establish. Art. 4. That the annulment mentioned in the first article of this decree will not be in effect until six months. after its publication. Art. 5.
