A few days since I had the pleasure of receiving, through Mr. James Rieley, your valued Letter of the 28h January together with the copy of the Law passed by the congress of the Re- public of Texas authorising a Loan of One l\Iillion of Dollars.4 2 - This document as well as your letter, I took the earliest opportunity of laying before the Board of Directors of this Institution who have "The act of Jan. 22, 1839; see Gammel, H.
