Cop of Veto to a Bill making Mathew Caldwell a captain
The president has examined the bill, entitled ''An act to authorize Matthew Caldwell to raise a company of fifty six men". The object proposed to be accomplished by the provisions of the bill, meets his entire approval. And to the gentleman designated as the Captain of the Company, he has not the .slightest objection. But the mode or bis appointment appears to be in conflict with the provisions of the Constitution. In the Seventh section of the sixth article of that in- strument, we find these words-"He" (the President shall see that the laws be faithfullv executed, and shall commission all the officers of the Republic."
