to any other claims upon the treasury not now existing and recog- nised by law, and in case the proceeds of sales of public lands shall at any time be insufficient to pay the interest which may become due thereon the same shall be paid out of any money in the treasury not otherwise appropriated Sec 8 - That in case the objects of this act shall not be attained in the city of New Orleans the Commissioner for negociating this loan shall procede to such other citys as the President shall direct and there endeavour to effect the same Seen. 9 That the Comsr: to be appointed as aforesaid shall be allowed and paid as a compensation for his services, and to defray his travelling and personal expenses one pr. centum on the amount which shall be actually paid into the treasury on account of any loan effected by him in conformity with this Act Seen. 10 That the act entitled an act to authorise the president to negociate a loan on the bonds of the Govt. not exceeding fi.v'e millions of Dol- lars, be and it is hereby repealed Provided nevertheless that in case any loan shall have been nego- ciated in conformity with sd. Act before the promulgation of. this Act in the place where such loan may have been negociated the same shall be - ratified ·
