Additional article In criminal prosecutions the tryal of the facts in the vicinity where they happen is so essential to th~ security of life, liberty, and property, that no offence or crime shall be tryed in uny other province than that in which it is committed, except in cases subject to military-courts martial, and cases in which the public safety, or evident and just reason of necessity, policy, or equity, should require a tryal elsewhere • .
