10. PETITION FOR CREATION OF JEFFERSON COUNTY

[December 8 1818?] 1 To the Honble the General assembly of the Territory of l'Ylissouri, the petition of the undersign'd respectfully sheweth That of the various blessings secur'd by a free Government, the importance of none is more deeply impress'd upon the minds of your petitioners than a convenient, certain and cheap admin1stration of Justice; that your petitioners reside in the Townships of Joachim and Plattin, the exterior settlements in the extensive counties of SL Louis and St-Geneveive, that therefor from the remoteness of their residence from their respective Courthouses, from the frequent ob- structions arising from deep and rapid rivers, and from the great ·expense of milage, Justice cannot be e::d;ended to them either con- veniently ce1·tainly or cheaply-In addition to those considerations, your petitioners respectfully represent that the expense and incon- veniencies incident on the necessary attendance on Militia Regimental Musters, and Courts Martial, in the present state of the Counties must be oppressive as to expense, and self evident as to inconveniencys sub- jected then to those inconveniencys and privations, your Petitioners pray for the erection of a new County bounded by limits herein after mentioned The Northern boundary line to commence at a point upon the Mississippi river opposite the mouth of the Merrimack, from thence runing up the Merrimack river [to the mouth of Indian Creek.2] The South line to commence at a point on the Mississippi river opposite to the mouth of the river Isle a Bois. thence five miles up the Isle Bois, thence due west to Big river, thence down that river to the mouth of the mineral fork, thence ten or twelve miles west- wardly upon the line dividing the Counties of Washington and gt. Louis, the vVest line to commence at the point of Termination of the South line, thence n direct cource to the point of termination of the north ]ine upon the river Merrimack, the East line to commence at the beginning point of the north line running down the Mississippi river to the beginning point of the South line. Those limits it is found will include a population sufficiently large at the present time to Justify t_his appeal for a .division and will be found sufficiently large for a convenient County, not intended for future division,
